Panel recommends sack of NHIS boss, board’s dissolution

A panel investigating allegations of misconduct of Executive Secretary of National Health Insurance Scheme (NHIS), Prof Usman Yusuf, has recommended his dismissal to the Federal Government, Punch.ng reports.

The NHIS boss is accused of breaching the Public Procurement Act and Public Service Rules.

Yusuf has been on suspension since November 2018 after which a seven-man committee was set up by the Federal Government to investigate him.

The panel said Yusuf’s social media outbursts were embarrassing to the government and that he did not have good relationship with the agency’s staff, local unions, health management organisations and health care providers.

Yusuf, had in an interview with Punch in 2017 cursed the Minister of Health, Prof. Isaac Adewole, saying “Fu*k the Minister of Health.”

Part of the panel’s report as obtained by Punch read: “Relieve the executive secretary of his appointment. Justification: Inability to work in harmony with all the relevant stakeholders in the scheme for the attainment of the scheme’s mandate.

“Established cases of infractions of the Public Service Rules i.e. insubordination and refusal to carry out lawful instructions from superior authorities (governing council and the Federal Ministry of Health) contrary to PSR Rule 030301 (0), unauthorised public utterances contrary to Rule 030421 (id), and relevant service-wide circulars.”

The panel also recommended the dissolution of NHIS governing council led by Dr Eyanatu Ifienne for suspending Yusuf when it lacked constitutional powers to do so.
